The collection of small towns. Small here is defined relativistically, and in terms of population and geographical area. That is, a small town is an instance of township that has both a low population relative to most towns and a small area relative to most towns. This conjunction is designed to prevent an unusually large town (one with a large population and area) from becoming, unintuitively, a small one due to a sudden plague outbreak that devistates the population, or due to an annexation or cecessation that results in a sudden drastic drop in size, with little drop in populaion.
