This function is introduced solely for the purposes of translating it via SKSI into the SQL function 'IsClosed' which is defined in the the Open GIS Simple Features Specification for SQL. (OGCIs Closed Fn LINE) is equal to 1 iff LINE is closed, and equal to 0 iff LINE is not simple. See also the corresponding CSQL function, CSQLIs Closed Fn
